Yes, seaweed and kelp can be used as compost ingredients. They would be considered green compost ingredients (source of nitrogen). Seaweeds are good for compost because they can help with improving soil consistency.

Before you add the seaweed to the compost pile, make sure you rinse it with water to get rid of salt and other debris. Chopping the seaweed into smaller pieces may also speed up the composting process. Seaweeds can also be used as mulch.
