Yes, pencil shavings can be used as compost ingredients. Pencil shavings would be considered brown compost matter (source of carbon).

Pencil shavings will degrade quickly since they are nice and thin. Also, keep in mind that “lead” pencils don’t actually contain lead. The black part of the pencil is made of graphite. There is no harm if a bit of graphite gets into the compost heap.
