Yes, like most paper-based products, paper napkins make good compost ingredients. Paper napkins would be considered brown compost matter (source of carbon). There may be a couple of situations, however, when you might want to avoid using paper napkins in the compost heap.

For example, paper napkins used to wipe things like strong cleaning products and grease should be avoided, especially for people who maintain small compost heaps at home. Grease can attract pests and also push air out of the compost. Chemical-laden napkins may also affect the microorganisms in the compost heap.
